PUBLIKAINDONESIA.COM, JAKARTA – Pemerintah melalui Kementerian Energi dan Sumber Daya Mineral (ESDM) tengah menyusun regulasi baru untuk memperbaiki sistem penyaluran subsidi Liquefied Petroleum Gas (LPG) 3 kilogram, yang selama ini dinilai belum tepat sasaran dan rawan kebocoran.
Menteri ESDM Bahlil Lahadalia menjelaskan bahwa langkah ini akan dituangkan dalam bentuk revisi Peraturan Presiden (Perpres) Nomor 104 Tahun 2007 tentang Penyediaan, Pendistribusian, dan Penetapan Harga LPG 3 Kg.
“Untuk LPG, Perpres-nya sedang kami bahas. Kami akan mengubah beberapa metode agar kebocoran penyaluran subsidi tidak lagi terjadi,” ujar Bahlil dalam rapat bersama Komisi VII DPR RI, Kamis (3/7/2025).
Bahlil mengungkapkan, pemerintah menggelontorkan anggaran besar untuk subsidi LPG 3 kg setiap tahunnya, yakni sekitar Rp 80 hingga Rp 87 triliun dari APBN. Sayangnya, subsidi ini belum sepenuhnya dinikmati oleh masyarakat miskin sebagai target utama.
“Ini angka yang besar. Kalau distribusinya tidak tepat, harapan negara untuk membantu masyarakat justru tidak tercapai,” tegasnya.
Dalam revisi tersebut, pemerintah juga mempertimbangkan untuk menetapkan harga LPG 3 kg yang seragam secara nasional. Pasalnya, selama ini harga LPG bervariasi di berbagai daerah akibat rantai distribusi panjang, pungutan liar, serta kurangnya pengawasan.
“Termasuk harga yang selama ini diberikan kepada daerah. Ada kemungkinan nanti kita tetapkan saja satu harga nasional dalam Perpres, supaya jangan ada gerakan tambahan di bawah,” jelas Bahlil.
Untuk mencegah penyalahgunaan, skema subsidi ke depan akan diarahkan ke pendekatan berbasis data terpadu (DTKS) atau melalui sistem digital seperti penggunaan KTP atau aplikasi saat pembelian LPG bersubsidi. Ini bertujuan agar hanya masyarakat berpenghasilan rendah yang bisa mengakses LPG 3 kg bersubsidi.
Langkah ini juga diharapkan dapat mengurangi penggunaan LPG bersubsidi oleh pelaku usaha besar atau rumah tangga mampu, yang selama ini memperbesar kebocoran anggaran.
Revisi Perpres LPG 3 kg menjadi salah satu upaya besar pemerintah untuk menyelamatkan subsidi energi dari penyalahgunaan. Dengan perbaikan sistem distribusi dan penetapan harga yang lebih adil, subsidi diharapkan benar-benar dinikmati oleh masyarakat yang membutuhkan.
“Negara sudah mengeluarkan hingga Rp 87 triliun per tahun. Sudah saatnya subsidi ini benar-benar tepat sasaran,” tutup Menteri Bahlil.
