PUBLIKAINDONESIA.COM, BANJARBARU – Pemerintah mengalokasikan Dana Bagi Hasil (DBH) untuk Kabupaten Kotabaru, Kalimantan Selatan, tahun 2025 sebesar Rp 1,356 triliun. Hingga 3 Juli 2025, dana yang telah dicairkan mencapai Rp 543,11 miliar atau sekitar 40,04 persen dari total pagu.
Data dari Direktorat Jenderal Perimbangan Keuangan (DJPK) Kementerian Keuangan mencatat bahwa DBH Sumber Daya Alam (SDA) sektor Minerba menyumbang porsi terbesar dalam transfer dana ke daerah.
DBH Minerba Capai Rp 469 Miliar
Dari total DBH Kotabaru, sektor Mineral dan Batubara (Minerba) menyumbang lebih dari Rp 469 miliar, terdiri dari:

Royalti Minerba: Rp 1.172,64 miliar (realisasi Rp 469,06 miliar – 40%)

Iuran Tetap Minerba: Rp 5,57 miliar (realisasi Rp 2,23 miliar – 40%)
Ini menjadikan Minerba sebagai kontributor dominan dibanding sektor lain.
Rincian DBH Lainnya: Sawit, PBB, dan Perikanan
Selain sektor Minerba, beberapa pos DBH lain yang juga direalisasikan meliputi:

Perkebunan Sawit: dari Rp 5,52 miliar, telah dicairkan Rp 2,76 miliar (50%)

DBH Pajak Bumi dan Bangunan (PBB): pagu Rp 147,11 miliar, realisasi Rp 58,84 miliar (40%)

PPh Pasal 21: pagu Rp 19,68 miliar, realisasi Rp 7,87 miliar (40%)

PPh Pasal 25/29 Orang Pribadi: Rp 0,3 miliar (realisasi Rp 0,12 miliar – 40%)

SDA Kehutanan (PSDH): Rp 1,64 miliar, realisasi Rp 0,66 miliar (40%)

SDA Minyak Bumi 15%: meskipun hanya Rp 0,04 miliar, dana ini telah 100% terealisasi
Sementara itu, dana dari DBH Cukai Hasil Tembakau tidak dialokasikan, dan DBH Perikanan sebesar Rp 3,84 miliar belum terealisasi.
Dukungan Fiskal untuk Pembangunan Daerah
Penyaluran DBH dari pusat ke Kabupaten Kotabaru menjadi salah satu sumber penting pembiayaan pembangunan daerah, terutama dalam mendukung infrastruktur, pelayanan publik, serta pengelolaan SDA secara berkelanjutan.
Pemerintah daerah diharapkan dapat mengelola dana ini secara transparan dan tepat sasaran, mengingat porsi besar dari DBH berasal dari sektor ekstraktif yang memiliki dampak sosial dan lingkungan.
